Britain’s 1,500 or so housing associations own and manage over 2.5 million homes. When it comes to retrofitting, they face—in bulk—exactly the kind of technical, social and financial challenges the country as a whole must navigate. But when they act at scale, they also hold one of the keys to solving at least some of these challenges.
